New Bill Proposing Property Tax Relief For Pennsylvania Residents

One state lawmaker is looking to provide property tax relief to Pennsylvanians through legislation.
According to State Rep. Maria Brown (R-Lawrence), as school districts incur debt through bonds and electoral debt, they often turn to increasing property taxes to pay off the debt, which affects residents. The bonds are typically issued to pay for major capital projects, Brown notes, and if districts incur debt above a certain threshold and wish to incur debt above that, electors of the district can vote to do so.
If a school district wishes to increase property taxes above the Act 1 index threshold, electors would have to vote to affirm the decision through a referendum, or through an exception through the Department of Education. Rep. Brown adds that school districts are required to rescind those tax increases through referendum, and for non-referendum bonds, they are not required once the debt is retired.
