State Police Investigate Complex Fraud Case Involving Cameron County Resident

State police are investigating a case of Elder Fraud in Cameron County. According to police on May 3rd, 2026, Frank Galford was taken into custody by State police on an outstanding warrant from Washington County, Wisconsin related to a fraud investigation. During the course of the investigation, it was determined that Galford was not the primary actor in the scheme, but rather a victim of an ongoing fraud operation.
Investigators have identified that an unknown individual, using the names Spencer Watson, and Spencer Morgan, targeted Galford beginning in early 2024. The suspect manipulated Galford over an extended period of time and ultimately gained access to his financial accounts. As a result, Galford suffered financial losses totaling approximately $56,000.
The investigation further revealed that the suspect used Galford as an unwitting intermediary in an effort to facilitate additional fraudulent transactions. Evedince suggests tat the suspect may have impersonated Galford or otherwise used his identity without his knowledge during communications with other individuals.
This case highlights a grown trend in fraud schemes where suspects exploit elderly victims and use them to unknowingly assist in criminal activity. The Pennsylvania State police remind the public to be cautious of unsolicited communications involving prize winnings, financial requests, or instructions to transfer money through gift cards, money orders or other non-traditional methods.
