Five From The Area Arrested After Drug Investigation In Elk County
The Saint Marys City Police is announcing the arrests of the following individuals, Cindy Dinsmore, Charles Griffith, Michael Bizzak, Kevin Stahli, and Ryan Calkins for violations of the Controlled Substance Drug Device and Cosmetic Act and the Crimes Code as a result of a Grand Jury investigation into the movement of controlled substances in and around Elk County between June 2023 and April 2024.
In summary, in June 2023, Region VII DNI and the OAG led North Central Drug Task Force began an investigation into the methamphetamine distribution activity of Kevin Stahli of Ridgway, Elk County. Utilizing an undercover officer, several purchases of methamphetamine were conducted from Stahli in the Ridgway and St. Mary’s area in Elk County that led to the identification of Cindy Dinsmore as a methamphetamine supplier in and around Elk County.
Investigators identified Dinsmore’s distribution activity and other associates in addition to Stahli that were involved in the distribution operation which included; Dinmore’s son, Charles Griffith of Kersey, Elk County; Michael Bizzak, of Kersey, Elk County, and Ryan Calkins, of Johnsonburg, Elk County.
The investigation established that the source of methamphetamine was in Akron, Ohio to which Dinsmore, Bizzak and Carlson traveled to on at least one occasion together in December 2023. A January 2024 search warrant at Calkins Johnsonburg residence resulted in the seizure of quantities of methamphetamine, marijuana and a digital scale. Also in January 2024, search warrants were executed at both Griffith’s residence in Kersey and Dinsmore’s residence in Johnsonburg. Seized from Griffith’s residence were 138.35 grams of methamphetamine, smaller quantities of marijuana, LSD, mushrooms, cocaine and an assortment of pills containing controlled substances. A search of Griffith’s car resulted in the seizure of 9.11 grams of methamphetamine. In April 2024, Bizzak was stopped by investigators after traveling to Akron, Ohio. A subsequent search of Bizzak’s vehicle resulted in the seizure of a substance containing 591.19 grams of methamphetamine.
On September 11th, 2026, Dinsmore, Griffith, Bizzak, Stahli, and Calkins were charged by Criminal Complaints. The defendants preliminary hearing will be before Magisterial District Court 59-3-03, 808 South Michael Street, St. Marys, PA 15857, the Hon. Magisterial District Judge Mark S Jacob presiding.
In addition to Region VII BNI Agents and Task Force Officers with the Attorney General’s North Central Drug Task Force the following law enforcement agencies assisted in this investigation; the Elk County District Attorney’s Office, the Emporium Borough Police Department, the Johnsonburg Borough Police Department, the Pennsylvania State Police, the Ridgway Borough Police Department and the City of St. Marys Police Department.
